Between signing the aircraft contract and the first flight under the Kazakh flag, a series of procedures takes place: customs clearance, inclusion in the state register, obtaining an airworthiness certificate, and a number of related documents. Below, we break down the sequence, what is required at each step, and the timeframes to consider.
Who regulates and where to find the requirements?
Civil aviation in the country is regulated by the Aviation Administration of Kazakhstan. Its website published list of registration procedures — from state registration of an aircraft to making changes to the register and deleting it from it.
The relevant documents you'll need are also listed there: type certificate recognition, airworthiness certificate, noise certificate, and radio transmitting equipment permit. Each is processed separately, and it's best to submit them in parallel rather than sequentially.
The administration also handles state registration of pledge agreements and irrevocable powers of attorney—the latter signifying that Kazakhstan operates under the Cape Town Convention. This is essential for a financing transaction: the creditor receives an internationally recognized protection.
Step one: customs clearance
Kazakhstan is a member of the Eurasian Economic Union, and import regulations are determined by union customs legislation. In practice, this means a unified procedure with several countries in the region, but also the need to comply with union requirements for classification, declaration, and payment of duties.
The key issue is the import regime. Permanent import with payment of duties and VAT grants the vehicle the status of a Union product without restrictions on circulation. Temporary import defers some of the payments, but imposes conditions on timing and use, violation of which turns the deferment into an immediate obligation.
Specific rates and applicable benefits depend on the aircraft type, its weight, and intended use, so calculations should be made in advance with a customs broker. This is the portion of the budget that, if not planned correctly, can significantly alter the final purchase price.
Step two: state registration
To be included in the state register, an application must be submitted along with a package of documents. Among the mandatory documents are: an electronic copy of the type certificate or equivalent document, certifying compliance with airworthiness standards and issued by the state of the aircraft's developer.
In addition, ownership is confirmed, information about the aircraft and its owner is provided, and documents confirming deregistration from the previous register are provided if the aircraft is not new. For new aircraft from the manufacturer, the process is shorter: an export airworthiness certificate and delivery documents.
Based on the results, a state registration certificate is issued, and the vehicle receives a tail number in the Kazakhstani format with the prefix UP-. From this point on, it is under the supervision of the Kazakhstani regulator.
Step three: airworthiness certificate
Registration confirms ownership, while the airworthiness certificate confirms technical condition. This is a separate document certifying the specific aircraft's compliance with airworthiness standards, and without it, flights are impossible.
For a new aircraft, the procedure relies on the manufacturer's export certificate and factory documents. For a used aircraft, the inspection is more extensive: the actual condition, completeness of the forms, and compliance with airworthiness directives are assessed.
A noise certificate and a radio transmitting equipment permit are processed simultaneously. Each of these processes is straightforward, but together they create a set of deadlines that should be planned in advance.
Step four: exploitation
Registration and airworthiness allow an aircraft to fly, but they don't answer the question of who operates it from the regulator's perspective. For private use, the requirements are the same, for commercial use, an air operator certificate, and for training centers, a separate ATC certificate.
This question is decided before purchase, not after. The chosen design determines maintenance requirements, crew requirements, documentation requirements, and, ultimately, the economics of ownership.
A separate task is organizing continued airworthiness: the regulator has requirements for a designated responsible person and a maintenance program. For the owner of a single aircraft, this is usually delegated to a specialized organization.
What happens after registration?
The Certificate of Registration and Airworthiness Certificate aren't the end point. After that, maintaining airworthiness begins: implementing the maintenance program, monitoring airworthiness directives, and maintaining records.
The registry requires data to be kept up-to-date: changes in ownership, configuration changes, and installation of new equipment are all reflected through changes to the registry and certificate.
Renewal of the airworthiness certificate is handled separately. This is a regular procedure, tied to the aircraft's condition and compliance with regulations, rather than a one-time action upon import.
Foreign registry as an alternative
Not every owner registers their car in Kazakhstan. Some vehicles in the region are operated under foreign registries—this is a legal practice that has its justifications and its own costs.
Arguments for foreign registration include established procedures, predictable deadlines, flag recognition for international flights, and, in some cases, tax considerations. Arguments against: the need to interact with a foreign regulator and an airworthiness maintenance organization outside the country.
For aircraft flying primarily within Kazakhstan, national registration is usually simpler. For aircraft with an active international program, the choice is no longer obvious and is decided in consultation with lawyers.
Who is involved in the process?
On the owner's side, several specialists are involved in the procedures, and they are engaged in advance. A customs broker is responsible for import procedures, classification, and payment calculations. A lawyer oversees the ownership rights and structure.
The continuing airworthiness organization (CAO) handles the technical documentation and maintenance program. If commercial operation or a training center is planned, the AOC process is added, which is a separate process with its own timelines.
The aircraft supplier is responsible for the factory side of the process: the export airworthiness certificate, delivery documents, and the aircraft's delivery. Coordination between all parties is a separate task, and without it, the procedures proceed sequentially instead of in parallel.
Common difficulties
The first is an incomplete or inconsistent set of documents. Discrepancies in the serial number, components, or owner information between documents halt the process until correction, which can take days or weeks, depending on whose document needs to be reissued.
The second is the incorrectly chosen import regime. Temporary import appears more advantageous at entry, but it imposes restrictions on the vehicle's use, and if these restrictions are violated, deferred payments become immediate.
The third is underestimating the timeframe. Each procedure individually takes a reasonable amount of time, but when completed sequentially, they add up to months. Concurrent management reduces the timeframe exponentially.
Deadlines: What to include in the plan
The main mistake in planning is assuming that registration begins after the vehicle arrives. In practice, some procedures are initiated well in advance: customs planning, preparing the registry package, and coordinating the operating plan.
Delivery times for new aircraft from the manufacturer are measured in months, and for popular models, they can reach up to a year. This window should be used for preparation: by the time the aircraft arrives, the documents should be in place, not just waiting to be assembled.
A realistic approach is to run two parallel lines. The first: production and delivery. The second: customs, registry, airworthiness, and the operational plan. They intersect at arrival, and if the second line lags, the aircraft is grounded.
What does this mean when choosing a car?
The procedures are the same for any type, but the amount of paperwork and timeframes vary. A new car from the manufacturer has a shorter process: the factory documentation is complete and consistent, and the export certificate is processed as usual.
For a training program, where a fleet consists of several vehicles, it makes sense to introduce them in batches: some procedures and approvals are carried out once per type, rather than separately for each aircraft. This also applies Archer TX, and diesel Archer DX, and twin-engine Seminole.
